S. Korea manufacturing shrinks most in 3 years (Reuters)

SEOUL (Reuters) ? South Korea's manufacturing sector shrank the most in nearly three years in December as global demand cooled, a survey showed on Monday, but President Lee Myung-bak cited inflation as a bigger risk in a year of big elections.

Lee admitted in a televised new year speech that the global economy has entered a period of prolonged low growth but said fighting rising prices was still his top policy priority as the poor suffer from high living costs.

"The waves (of economic difficulty) will likely be much higher this year. The global economy is not in a temporary slump but has entered a new era of low growth," Lee said, adding the government would bring down inflation close to 3 percent.

Investors shrugged off Lee's comments as they thought developments in the euro zone's fiscal crisis would continue to dominate global as well as local markets well into the new year.

South Korea's inflation jumped to 4.0 percent in 2011 on an annual average basis, touching the second highest in 10 years, from 3.0 percent in 2010 on high commodities prices and price rises following the fast economic recovery since late 2009.

The popularity of Lee's conservative Grand National Party is falling amid a public outcry over the widening wealth divide, high prices and disappointing job growth.

The country is due to hold two nationwide elections this year.

Lee will step down at the end of his five-year term in early 2013 and is barred by the constitution from running for a second term.

The comments came as the HSBC/Markit survey showed the purchasing managers' index (PMI) on South Korea's manufacturing sector fell to a seasonally adjusted 46.40 in December from 47.12 in November, hitting the lowest level since February 2009.

It was the fifth month in a row that the index stayed below 50 demarcating expansion from contraction in manufacturing activity, the longest such losing streak since February 2009.

"A sharper drop in manufacturing activity over December confirms that Korea's economy is losing steam, with employment contracting over the month for the first time in almost three years," HSBC economist Ronald Man said in a statement.

He was referring to the first fall below 50 of the sub-index on employment in the manufacturing sector since February 2009, when the world was recovering from the shock of the worst economic crisis in decades.

The sub-index on employment fell to a seasonally adjusted 49.37 in December from 50.50 in November.

Similar manufacturing reports showed activity continued to contract in December in other parts of Asia as well, with China's factories struggling and Taiwan's PMI falling for a seventh straight month, even as the U.S. economy shows signs of gaining momentum.

The sub-index on new export orders received by South Korean manufacturers fell to a seasonally adjusted 45.96 in December, the lowest since early 2009 and also coming below the 50-point mark for a fifth consecutive month.

"In turn, policy makers should act pre-emptively to support the economy, and we expect the Bank of Korea to deliver a 25 basis-point cut in the first quarter of 2012," said Man, referring to the central bank's interest rate policy.

The Bank of Korea downgraded its outlook for Asia's fourth-largest economy in December but maintained its policy priority on fighting inflation, although analysts are increasingly predicting a rate cut later this year.

Katy Perry: What's Next After Russell Brand?

Pop star has plenty to keep her busy, between her music and budding acting career.

Katy Perry is kicking off 2012 a single girl. Over the holiday weekend, news broke that Russell Brand had filed for divorce after a year of marriage with the pop star. And while Perry has remained low-key since the split, she is amping up for what is sure to be another busy year.

Perry hasn't been spotted in public since Friday's breakup announcement, but she did make some non-relationship-related headlines Tuesday (January 3) when a demo version of the Jessie James track "Bullet" hit the Net; Perry co-wrote the sassy track for the singer's 2009 album.

MTV's 2011 Artist of the Year has two shows later this month — one scheduled for January 19 in Jakarta, Indonesia, and another January 22 in the Philippines — as part of her California Dreams Tour. Come February, Perry is set to appear at the Grammys, where she is up for two awards, including Record of the Year and Best Pop Solo Performance for "Firework."

It's been nearly two years since Perry's megahit Teenage Dream album dropped. While no word has come down about new music from the star, when MTV News spoke to producer Tricky Stewart, he hinted that Perry was working on a new release of some older material, including a track called "Dressing Up."

"Katy and I went into [the studio] just to address some issues with records that we had done in the past that didn't end up going on Teenage Dream," he told MTV News about the top-secret project. "So we are in the process of just listening and freshening up things and getting ready for something special she has going on."

Perry hasn't announced plans to tackle any more acting roles, but in 2011, she made fans laugh on the big screen as the voice of Smurfette in "The Smurfs" and as the host of "Saturday Night Live" in December, teasing a possible second career in film and TV.

Since the split made headlines, Perry has not addressed the divorce. However, Brand said in a statement, "Sadly, Katy and I are ending our marriage. I will always adore her and I know we'll remain friends."

Philippine fireworks, revelry gunfire injure 200 (AP)

MANILA, Philippines ? More than 200 people have been injured by illegal firecrackers and celebratory gunfire in the Philippines despite a government scare campaign against reckless New Year revelries, officials said Saturday.

Stray bullets wounded eight people and 197 were injured by powerful firecrackers from Dec. 21 to 30, Health Assistant Secretary Enrique Tayag said, adding that more than half of the victims were children. At least 14 had to undergo amputations, mostly of fingers, because of their injuries.

Officials fear the number of injuries may rise as superstitious Filipinos bid goodbye to a year of natural disasters and economic uncertainty.

Many Filipinos, largely influenced by Chinese tradition, believe that noisy New Year's celebrations drive away evil and misfortune. But they have carried that superstition to extremes, exploding huge firecrackers and firing guns to welcome the new year despite threats of arrest. One particularly huge triangular firecracker is labeled "Goodbye Philippines."

Although the number of injuries has tapered off in recent years, largely due to hard economic times and the government's scare campaign, the figures remain alarming.

"Doctors are waiting with surgical saws, bone cutters and drills in case your fingers need to be amputated," Tayag told the ABS-CBN network to dissuade illegal fireworks. "I hope this won't happen."

Red Cross official Gwendolyn Pang said about 3,500 blood bags were prepared by her group for expected emergency surgeries, adding she was most concerned with celebratory gunfire in the south, which is notorious for its many unlicensed firearms.

Dozens of hospitals nationwide were on full alert, their emergency rooms staffed with trauma doctors for the expected influx of injured revelers.

The government has gone to extremes to discourage dangerous celebrations. The health department has shown gory pictures of mangled hands and eyes in posters in the past but the violent tradition has nevertheless continued.

National police Chief Nicanor Bartolome warned policemen of immediate dismissal and criminal prosecution if they fire their guns to welcome the new year. At least three policemen were reported to have violated the warning and were under investigation.

Bartolome led officers in sealing the muzzles of guns of policemen with masking tape and then signing them in a symbolic warning to would-be violators.

Instead of lighting up dangerous firecrackers, Tayag urged Filipinos to troop to public squares to watch colorful fireworks. He also unveiled a new tactic: a free CD containing the thundering sound of the most powerful firecrackers popular among revelers. More than 50,000 people have downloaded the firecracker audio file from the health department website, he said.

In the Midst of Outages, Verizon Imposes New Fee (NewsFactor)

Verizon Wireless is pulling a Netflix of sorts. In the midst of three unexplained data outages in less than a month, the wireless carrier decided to start charging customers a $2 fee to pay their bill on its Web site. To say that customers are angry would be an understatement.

"[A] new $2 payment convenience fee will be instituted for customers who make single bill payments online or by telephone," Verizon Wireless announced on its Web site Thursday. The new charges are official beginning Jan. 15, but customers aren't wasting any time complaining about the "convenience fee."

Indeed, the social-media world is abuzz with complaints over the new fee in a way that's reminiscent of the recent Bank of America debit-card-fee drama. Bank of America backpedaled under pressure. So far, Verizon is holding its course. Although the company now blames its data outages on growing pains, the company isn't yet responding to the latest complaints.

Worst Move Ever?

"As if Verizon doesn't make enough money already. I prefer to not use the automatic payments so that I can make sure I have enough money in my account each month. I always pay my bill within a few days of receiving the e-mail," Christina Budd wrote on Verizon Wireless' Facebook page Friday morning. "How about you reward the people who pay on time, instead of punishing them?"

Meanwhile, Matt Beggs wrote, "I hope you enjoy losing almost $200 a month because you wanted to get another $2 out of me." Others took the occasion to start complaining about Verizon's Total Equipment Coverage. Still others reverted to the good old-fashioned "boo" on the wireless carrier's Facebook page. One Facebook follower posted the e-mail addresses of Verizon executives.

"OK, so I see you want to charge me $2 to pay my bill online. I have 15 months to go on my contract. I have figured I can cut $100 a month off my bill," writes Bentz Kirby on Verizon's Facebook page. "So, I will trade you my savings of $1,500 for your rip-off of $30. Then, when my contract is up, I will move my phone lines to another company and you will lose that income stream too. So, enjoy your $2 a month while you lose in the long run. Worst move ever by you, Verizon."

Communications Snafu

"Part of this uproar is based on an incomplete or inaccurate consumer understanding of what's going on. The belief initially was that Verizon was going to charge people for making all online bill payments. It's only 'one-time' payments, according to the company," said Greg Sterling, principal analyst at Sterling Market Intelligence.

More broadly, people believe there are zero costs incurred by Verizon for online billing, he said, so there's a perception that the company is trying to take advantage of customers unfairly or unjustifiably.

"This PR snafu isn't as bad as Netflix, which had several in a concentrated period of time," Sterling concluded. "But it does illustrate how companies are no longer at liberty to simply impose changes unilaterally on the public without risk to their reputations and brands."
